Motivation:
Sellers have asked for the ability to appoint admins to release and/or refund escrow payments. This has to be enabled in the escrow.
Changes:
Added logic to escrow, giving the ability to grant others permission to refund or release escrows as the seller (not arbiter).
Added unit tests.
